SUMMARY OF BILL:    Requires law enforcement agencies (LEAs) to include an inquiry into 
the presence of bullying when investigating a crime of violence in the workplace. Requires LEAs to 
report findings to the Tennessee Bureau of Investigations (TBI). Requires the TBI to submit an 
annual report on workplace bullying and violence to certain legislative committees by July 1, 2026, 
and by each July 1 thereafter.

 Assumptions: 
 
• The proposed legislation requires an LEA that is investigating a crime of violence in the 
workplace to include an inquiry into whether bullying was occurring in the workplace and 
whether the crime of violence was a result of, or connected to, bullying and report findings 
to the TBI. It additionally requires the TBI to submit an annual report on workplace 
bullying and violence to legislative committees.  
• The TBI’s Criminal Justice Information Services (CJIS) Division does not currently collect 
or maintain data related to workplace bullying.  
• Based on information provided by the TBI, the relevant crime statistics vendor will be 
required to develop a web entry form and public-facing site to facilitate investigative data 
reporting from LEAs. Establishment of a separate repository to store and maintain the data, 
as well as generate reports, will also be required. The one-time costs associated with these 
requirements are estimated to be $30,000.   
• Based on information provided by the Tennessee Sheriffs Association (TSA) and the 
Tennessee Association of Chiefs of Police (TACP), LEAs can include questions regarding 
bullying when investigating crimes of violence in the workplace and report findings to the 
TBI within existing resources.  
• Any fiscal impact to LEAs is therefore estimated to be not significant.   
• The proposed legislation will increase state expenditures by an estimated $30,000 in FY25-
