SUMMARY OF BILL: Proposes amending Article VI, Section 14 of the Constitution of
Tennessee by adding the provision that a municipality may impose a fine for a violation of a
municipal ordinance without such fine being assessed by a jury, in an amount not to exceed that
prescribed by the General Assembly, provided that the fine is just and reasonable under the
circumstances.
FISCAL IMPACT:
NOT SIGNIFICANT
Assumptions:
• The proposed amendment will be published on the official websites of the Secretary of
State and of the General Assembly, in accordance with Article XI, Section 3 of the
Constitution of Tennessee.
• Any increase in state expenditures associated with publication is considered not significant.
• Any increase in state expenditures to prepare a copy of the resolution is estimated to be not
significant.
