A RESOLUTION to recognize Terry Carroll of the Tennessee 
State Employees Association on the occasion of 
his retirement. 
 
 WHEREAS, it is appropriate that we should honor those citizens who have performed 
with uncommon devotion and enthusiasm throughout their years of industry; and 
 WHEREAS, Terry Carroll is one such estimable person who served with distinction as 
the Deputy Executive Director of the Tennessee State Employees Association (TSEA) and took 
his much-deserved retirement on December 31, 2023; and  
 WHEREAS, Mr. Carroll began his illustrious career with TSEA on August 24, 1992, 
serving as the West Tennessee Field Representative for the organization, a post he held until 
January 1995; and  
 WHEREAS, in 1995, he was named Middle Tennessee Field Representative and held 
that position for the next twenty years before being named the Employee Compensation and 
Benefits Coordinator in September 2015; and  
 WHEREAS, in January 2019, Mr. Carroll was named Government Affairs Director for 
TSEA, in which capacity he displayed his dedication to state employees and his unwavering 
belief in their work and in TSEA's mission; and  
 WHEREAS, during his years with TSEA, he won the respect and admiration of state 
employees across the State of Tennessee, who appreciated his visionary leadership on behalf 
of all TSEA members; and  
 WHEREAS, Mr. Carroll demonstrated  his commitment to TSEA by continuing to lend his 
time and talents to the organization's representatives at the State Capitol for nearly a year after 
taking his retirement; and

 WHEREAS, Terry Carroll is an active and important part of his community and served as 
the judge's chair for the Miss Austin Peay and Miss Queen City pageants in Clarksville, ensuring 
that the judges experienced Southern hospitality during the events; and  
 WHEREAS, hailing from beautiful West Tennessee, Mr. Carroll grew up following the 
Miss Tennessee pageant in Jackson, and his knowledge of talent winners and those crowned 
Miss Tennessee is legendary; and  
 WHEREAS, he is enjoying his retirement by pursuing his love of travel, having visited 
the United Kingdom, France, Italy, Austria, the Slovak Republic, Aruba, Canada, Germany, 
Belgium, Scotland, and France; and  
 WHEREAS, Terry Carroll exemplifies the spirit and allegiance to family and community 
that are characteristic of a true Tennessean; and 
 WHEREAS, throughout his estimable career, Terry Carroll demonstrated the utmost 
professionalism, ability, and integrity, winning the unbridled respect and admiration of his 
colleagues and the members of the Tennessee State Employees Association; now, therefore, 
 BE IT RESOLVED BY THE SENATE OF THE ONE HUNDRED FOURTEENTH 
GENERAL ASSEMBLY OF THE STATE OF TENNESSEE, THE HOUSE OF 
REPRESENTATIVES CONCURRING, that we extend to Terry Carroll our heartfelt wishes for a 
happy and fulfilling retirement and every continued success in his future endeavors. 
 BE IT FURTHER RESOLVED, that an appropriate copy of this resolution be prepared 
for presentation with this final clause omitted from such copy and upon proper request made to 
the appropriate clerk, the language appearing immediately following the State seal appear 
without House or Senate designation.
