<BillNo> <Sponsor> SENATE RESOLUTION 30 By McNally SR0030 003966 - 1 - A RESOLUTION to appoint Lowell Russell to the Tennessee Peace Officer Standards and Training (POST) Commission. WHEREAS, pursuant to Tennessee Code Annotated, Section 38-8-102, the Tennessee Peace Officer Standards and Training (POST) Commission was established; and WHEREAS, the purpose of the POST Commission is, among other things, to assist the Governor in developing, planning, and implementing law enforcement training programs for all law enforcement officers in Tennessee, and additionally to receive, administer, and expend local, state, federal, and other monetary assistance to further the training of law enforcement officers in this State; and WHEREAS, Tennessee Code Annotated, Section 38-8-102(b)(1)(F), authorizes the Senate to appoint one (1) citizen to serve on the POST Commission; and WHEREAS, Lowell Russell is one of the most highly qualified individuals that this body could ever hope to appoint to the Peace Officer Standards and Training Commission, having originally been appointed by this body in 2017; and WHEREAS, a member of the House of Representatives for the 21 st House District, Mr. Russell is a person of integrity and an active citizen whose benevolence, acumen, and strong commitment to law enforcement have helped to enhance the well-being of this State and its citizens; and WHEREAS, a fourteen-year veteran of the Tennessee Highway Patrol, former Sergeant Lowell Russell served with distinction and dedication as a law enforcement officer before being critically injured in the line of duty on March 13, 2012, after a tractor-trailer hit his police cruiser on Interstate 40 while he was making a traffic stop; and - 2 - 003966 WHEREAS, a resident of Vonore, Mr. Russell attended Vonore High School and holds a degree in criminal justice from Roane State Community College. His law enforcement training includes coursework at the Cleveland State Police Academy, the Tennessee Highway Patrol Academy, and the Tennessee Bureau of Investigation Academy; and WHEREAS, the 109 th General Assembly named the segment of U.S. Highway 411 located within the corporate limits of the Town of Vonore the "THP Sgt. Lowell Russell Highway" in honor of his dedicated and compassionate public service; and WHEREAS, we are certain that Mr. Russell will continue to render stellar service to the State of Tennessee as a member of the Peace Officer Standards and Training Commission and wish to reappoint him to this important position; now, therefore, BE IT RESOLVED BY THE SENATE OF THE ONE HUNDRED FOURTEENTH GENERAL ASSEMBLY OF THE STATE OF TENNESSEE, that in accordance with Tennessee Code Annotated, Section 38-8-102, Lowell Russell is hereby appointed to serve as a member of the Tennessee Peace Officer Standards and Training Commission. BE IT FURTHER RESOLVED, that enrolled copies of this resolution be transmitted to the Chairman and Executive Secretary of the Tennessee Peace Officer Standards and Training Commission. BE IT FURTHER RESOLVED, that an appropriate copy of this resolution be prepared for presentation to Mr. Russell, with the final two resolving clauses omitted from such copy.
