                    BILL ANALYSIS     Senate Research Center H.B. 1029 81R4767 EAH-D By: Rodriguez, Guillen (Watson)  Intergovernmental Relations  5/11/2009  Engrossed     AUTHOR'S / SPONSOR'S STATEMENT OF INTENT   Local jurisdictions, organizations, and activists are in need of new mechanisms to provide affordable housing. While public improvement district have effectively helped regions address a number of issues, they cannot currently be used to support affordable housing. Texas currently allows the use of public improvement districts to help pay for landscaping, libraries, parking, garages, water and drainage improvements, and many other projects.    H.B. 1029 relates to the development, rehabilitation, or expansion of affordable housing in a public improvement district established by a county or municipality.    RULEMAKING AUTHORITY   This bill does not expressly grant any additional rulemaking authority to a state officer, institution, or agency.   SECTION BY SECTION ANALYSIS   SECTION 1. Amends Section 372.003(b), Local Government Code, to authorize a public improvement project to include the development, rehabilitation, or expansion of affordable housing. Makes a nonsubstantive change.    SECTION 2. Effective date: upon passage or September 1, 2009.

AUTHOR'S / SPONSOR'S STATEMENT OF INTENT
