O'Brien, Director, Legislative Budget Board     IN RE:HB1052 by Mallory Caraway (Relating to the creation, powers, and duties of film districts.), Committee Report 1st House, Substituted    No fiscal implication to the State is anticipated.  The bill would authorize certain municipalities to create a film district to promote the film industry in a designated area in the municipality. Based on the population criteria, the bill would apply to the cities of Dallas, Houston, and San Antonio. The bill stipulates the procedures for establishing a district, which would include holding a hearing prior to creating the district. The district would be required to have a board of directors, who would not receive compensation but would be entitled to reimbursement for actual and necessary expenses. The district would be authorized to offer incentives to promote the film industry. The district would be authorized to accept a donation or grant, or to borrow money from any person for any district purpose. Local Government Impact A municipality would initially incur insignificant costs associated with holding a hearing.
