Amends Section 487.351, Government Code, by adding Subsection (d), as follows: (d) Authorizes an applicant for a grant, loan, or award under a community development block grant program to appeal a decision of the executive director of the Office of Rural Community Affairs (ORCA) by filing an appeal with the ORCA board (board). Requires the board to hold a hearing on the appeal and render a decision. SECTION 2. (a) Abolishes the state community development review committee. (b) Repealer: Section 487.353 (State Community Development Review Committee), Government Code. SECTION 3. Effective date: upon passage or September 1, 2009.
