O'Brien, Director, Legislative Budget Board     IN RE:HB1166 by Leibowitz (Relating to certain requirements for doctors providing professional services under the workers' compensation system.), As Introduced    No significant fiscal implication to the State is anticipated.  The bill would amend the Labor Code to add requirements for doctors providing professional services as part of the workers compensation system.  The doctors must be licensed in this state. The Texas Department of Insurance (TDI) reviews Independent Review Organizations (IRO) for annual recertification and validates whether the doctors on the IRO panel are certified to practice in Texas.  Based on the analysis of the TDI, it is assumed that any costs realized by TDI from implementing the provisions of the bill could be absorbed within existing resources.
