BILL ANALYSIS H.B. 119 By: Heflin Judiciary & Civil Jurisprudence Committee Report (Unamended) BACKGROUND AND PURPOSE Under current law, the terms of the court in the four counties in the 110th District Court (Briscoe, Dickens, Floyd and Motley) begin on different dates. H.B. 119 establishes a uniform date on which the terms of courts in the 110th District Court begin. RULEMAKING AUTHORITY It is the committee's opinion that this bill does not expressly grant any additional rulemaking authority to a state officer, department, agency, or institution. ANALYSIS H.B. 119 amends the Government Code to establish a uniform date on which the terms of courts in the 110th District Court begin in all four counties of the district as the first Mondays in January and July, rather than the staggered terms beginning on the first Mondays in January and June for Briscoe County, the first Mondays in April and November for Dickens County, the first Mondays in February and July for Floyd County, and the first Mondays in March and August for Motley County. EFFECTIVE DATE September 1, 2009.
