O'Brien, Director, Legislative Budget Board     IN RE:HB1397 by Guillen (Relating to venue projects in certain municipalities.), As Introduced    No fiscal implication to the State is anticipated.  The bill would authorize a municipality that has a population of at least 217,000 that borders the Rio Grande and that approved a sports and community venue project before January 1, 2009, to hold an election to authorize the municipality to take certain actions related to the venue; to impose a hotel occupancy tax not to exceed 2 percent; and to use any taxes imposed for financing, operating, and maintaining the venue project. Based on the 2000 U.S. Census, El Paso, with a population of 812,280, is the only municipality located on the Rio Grande that has a population of at least 217,000. Local Government Impact Because the bill would not have statewide impact on units of local government of the same type or class, no comment from this office is required by the rules of the House/Senate as to its probable fiscal implication on units of local government.
