O'Brien, Director, Legislative Budget Board IN RE:HB1397 by Guillen (Relating to venue projects in certain municipalities.), As Introduced No fiscal implication to the State is anticipated. The bill would authorize a municipality that has a population of at least 217,000 that borders the Rio Grande and that approved a sports and community venue project before January 1, 2009, to hold an election to authorize the municipality to take certain actions related to the venue; to impose a hotel occupancy tax not to exceed 2 percent; and to use any taxes imposed for financing, operating, and maintaining the venue project.
