O'Brien, Director, Legislative Budget Board     IN RE:HB1420 by Orr (Relating to the regulation of the transportation of oil and gas drill cuttings; providing a criminal penalty.), Committee Report 1st House, Substituted    No significant fiscal implication to the State is anticipated.  The bill would create an offense (Class B Misdemeanor) for operating a motor vehicle used to transport a load of oil and gas drill cuttings generated from a closed loop drilling waste operation if the load is not completely sealed.
