                    BILL ANALYSIS             H.B. 1498     By: King, Tracy O.     Public Safety     Committee Report (Unamended)          BACKGROUND AND PURPOSE   Under current law, a person who holds a concealed handgun license must keep information such as marital name, residential address, and official status updated on the concealed handgun license card issued by the Department of Public Safety.   HB 1498 adds qualified handgun instructors to the list officials who are required to update their status and personal information on a concealed handgun license.   RULEMAKING AUTHORITY   It is the opinion of the committee that this bill does not expressly grant any additional rulemaking authority to a state officer, department, agency, or institution.   ANALYSIS   HB 1498 simply adds qualified handgun instructors to Section 411.179 (c) requiring and update of name, status, and address. HB 1498 also extends the penalty of suspension of license to all persons who fail to update their information within 30 days.   HB 1498 adds the option of any person holding a concealed handgun license to obtain a duplicate license if the person's name or official status changes.   EFFECTIVE DATE   Upon passage, or, if the Act does not receive the necessary vote, the Act takes effect September 1, 2009.
