Charles Bellinger Stewart was a signer of the Texas Declaration of Independence and the first Texas secretary of state. He served in the Texas House of Representatives as a delegate from Montgomery County and, along with his wife, is credited as the designer of the Lone Star flag used in Texas today. C.S.H.B. 1624 designates February 6 as Charles Bellinger Stewart Day. RULEMAKING AUTHORITY It is the committee's opinion that this bill does not expressly grant any additional rulemaking authority to a state officer, department, agency, or institution. ANALYSIS C.S.H.B. 1624 amends the Government Code to designate February 6 as Charles Bellinger Stewart Day in honor of the Texas statesman and signer of the Texas Declaration of Independence. The bill authorizes Charles Bellinger Stewart Day to be regularly observed by appropriate and patriotic programs in the public schools and other places to properly commemorate his life and achievements and to inspire a greater appreciation for the history of the pioneers and leaders of Texas. EFFECTIVE DATE On passage, or, if the act does not receive the necessary vote, the act takes effect September 1, 2009.
