O'Brien, Director, Legislative Budget Board     IN RE:HB1701 by Laubenberg (Relating to the regulation of certain activities on a public highway or road, the right-of-way of a public highway or road, or a parking lot.), As Introduced    No fiscal implication to the State is anticipated.  The bill would amend Section 285.001 of the Transportation Code to authorize a county commissioners court to, by order, regulate roadside vendors and solicitors in the unincorporated area of the county if they occur on a public highway or road, in the right-of-way of a public highway or road, or in a parking lot. Under current statute, Section 285.001 applies only to a county with a population of more than 1.3 million. The proposed change in statute would authorize any county to impose regulations as listed in the bill.
