The bill requires the Board of Nursing to allow a program participating in the study to modify its program if the findings indicate graduates are not able to practice in a clinical setting at a level substantially equivalent to graduates of nursing programs that require multiple clinical experience assessments. The bill would require the Board of Nursing to begin the study not later than January 1, 2010 and to conclude the study no later than June 30, 2012, with provisions for an extension to June 30, 2014 if necessary. The bill would take effect September 1, 2009. Methodology The Board of Nursing indicates it would outsource the study to a non-biased third party. The Board estimates the study would take up to a minimum of 2 and one half years to complete. The estimate of the cost of the study and the time frame for completion are based on previous studies outsourced by the Board of Nursing. The Board does anticipate a grant from the National Council of State Boards of Nursing could cover the costs of conducting the study, but it has not applied nor received the grant at this time. This analysis assumes that any increased costs to the agency, which is required statutorily to generate sufficient revenue to cover its costs of operation, would be offset by an increase in fee generated revenue.
