(Eltife)  Business & Commerce  5/9/2009  Engrossed     AUTHOR'S / SPONSOR'S STATEMENT OF INTENT   The Public Utility Commission developed the Texas Electric Choice website, PowerToChoose.com, which provides information about electric competition in Texas and helps electric customers make informed decisions about electric service and retail electric providers. However, many Texans are unaware of the website and may not have chosen the best plan for their particular circumstances.   H.B. 1799 requires retail electric providers to include on the first page of each residential customer's bill, in at least 12-point font, a statement that reads: "For more information about residential electric service please visit www.powertochoose.com." This bill provides that this provision expires September 1, 2011.   RULEMAKING AUTHORITY   This bill does not expressly grant any additional rulemaking authority to a state officer, institution, or agency.   SECTION BY SECTION ANALYSIS   SECTION 1. Amends Subchapter C, Chapter 39, Utilities Code, by adding Section 39.116, as follows:   Sec. 39.116. NOTICE REGARDING CUSTOMER CHOICE INFORMATION. Requires a retail electric provider to include on each residential customer's bill a statement, in at least 12-point type on the front of the first page, that reads: "For more information about residential electric service please visit www.powertochoose.com." Provides that this section expires September 1, 2011.    SECTION 2. Effective date: September 1, 2009.

SECTION BY SECTION ANALYSIS

 

SECTION 1. Amends Subchapter C, Chapter 39, Utilities Code, by adding Section 39.116, as follows:
