O'Brien, Director, Legislative Budget Board     IN RE:HB1890 by Creighton (Relating to notification of applications for permits for certain injection wells.), As Introduced    No significant fiscal implication to the State is anticipated.  The bill would add restrictions for the Texas Commission on Environmental Quality (TCEQ) regarding applications for permits of injection wells located in the territory of a groundwater conservation district (GWCD). The bill would require the executive director of the TCEQ to submit a copy of the application for a permit for an injection well disposing of industrial and municipal waste to the governing body of the GWCD if that well is to be located in the territory of the GWCD. The GWCD would be authorized to make recommendations concerning the application to the agency in the same manner afforded other entities.  No significant costs to the TCEQ are epxected as a result of the bill's passage.   Local Government Impact No significant fiscal implication to units of local government is anticipated.
