O'Brien, Director, Legislative Budget Board     IN RE:HB1893 by Driver (Relating to the carrying of concealed handguns on the campuses of institutions of higher education. ), Committee Report 1st House, Substituted    No significant fiscal implication to the State is anticipated.  The bill would amend the Government Code and Penal Code by allowing persons with a concealedhandgun license to carry a concealed handgun while on the campus of a public or private institution ofhigher education.  The bill would allow a private or independent institution of higher education to adopt rules concerning the carrying of a concealed handgun on the premises of the institution.  The bill also would remove liability in certain related situations from institution of higher education and their employees.  The bill places no specific requirements on state agencies; however, highereducation institutions anticipate the need for training for campus law enforcement officers and theneed for storage facilities and policies related to the storage of handguns in residential facilities. Theadditional costs related to the bill are not expected to be significant. Local Government Impact No significant fiscal implication to units of local government is anticipated.
