O'Brien, Director, Legislative Budget Board     IN RE:HB1937 by Villarreal (Relating to the voluntary assessment of property owners by a municipality to finance certain energy conservation improvements.), As Introduced    No fiscal implication to the State is anticipated.  The bill would add Chapter 376 to the Local Government Code to authorize a voluntary assessment of property owners by a municipality to finance certain energy conservation improvements. The bill specifies what the assessments could and could not be used to finance and procedures related to the assessment. Local Government Impact Based on information provided by the Texas Municipal League, it is assumed there would be no significant fiscal impact to municipalities.
