O'Brien, Director, Legislative Budget Board IN RE:HB1970 by Gutierrez (Relating to the minimum standards for operators and employees of child-care facilities and family homes.), Committee Report 1st House, Substituted No significant fiscal implication to the State is anticipated. The bill would require that minimum standards set by the Department of Family and Protective Services (DFPS) for day-care centers, group day-care homes, or registered family homes include the following: 1) that food served meets federal nutritional guidelines (DFPS would collaborate with the Department of Agriculture to develop these standards), and 2) training standards that address a child care provider's role in preventing obesity in children. Both DFPS and the Department of Agriculture indicate that costs associated with implementing the provisions of the bill would be minimal and could be absorbed within existing resources. Local Government Impact No fiscal implication to units of local government is anticipated.
