BILL ANALYSIS H.B. 2011 By: Vaught Defense & Veterans' Affairs Committee Report (Unamended) BACKGROUND AND PURPOSE Currently, specialty license plates are not offered to active or former members of the United States Army Special Forces. H.B. 2011 authorizes the Texas Department of Transportation to issue specialty license plates for active and former members of the United States Army Special Forces. RULEMAKING AUTHORITY It is the committee's opinion that this bill does not expressly grant any additional rulemaking authority to a state officer, department, agency, or institution. ANALYSIS H.B. 2011 amends the Transportation Code to require the Texas Department of Transportation to issue specialty license plates for active and former members of the United States Army Special Forces. The bill requires the license plates to include a likeness of the special forces shoulder sleeve insignia authorized by the United States Department of the Army. EFFECTIVE DATE September 1, 2009.
