The bill would require the governor to designate the South Texas International Airport at Edinburg as the state headquarters for providing disaster relief in the Rio Grande Valley following the governors declaration of a state of disaster in an area within the Rio Grande Valley. The bill would be effective immediately if it receives a vote of two-thirds or on September 1, 2009.
