                    BILL ANALYSIS             H.B. 2181     By: Berman     Elections     Committee Report (Unamended)             BACKGROUND AND PURPOSE   Current law in the Election Code providing that a person attains a specified age on the day before the anniversary of the person's birthday is confusing and outdated. Some have claimed that this would mean a person has reached voting age if the person's 18th birthday is the day before election day, although the law has never been interpreted that way.    H.B. 2181 repeals the provision stating that a person attains a specified age on the day before the anniversary of the person's birthday.      RULEMAKING AUTHORITY   It is the committee's opinion that this bill does not expressly grant any additional rulemaking authority to a state officer, department, agency, or institution.      ANALYSIS   H.B. 2181 repeals Section 1.016, Election Code, which establishes that a person attains a specified age on the day before the anniversary of the person's birthday.      EFFECTIVE DATE   September 1, 2009.
