                    BILL ANALYSIS     Senate Research Center H.B. 2181 81R6781 ATP-D By: Berman (Duncan)  State Affairs  5/21/2009  Engrossed     AUTHOR'S / SPONSOR'S STATEMENT OF INTENT   The current Election Code provision that a person attains a specified age on the day before the anniversary of the person's birthday is confusing and outdated. Some have suggested that the provision could be interpreted to mean that a person has reached voting age if the person's 18th birthday is the day before election day, although the law has never been interpreted that way. H.B. 2181 repeals the provision stating that a person attains a specified age on the day before the anniversary of the person's birthday.   H.B. 2181 amends current law relating to the computation of a person's age under the Election Code.    RULEMAKING AUTHORITY   This bill does not expressly grant any additional rulemaking authority to a state officer, institution, or agency.   SECTION BY SECTION ANALYSIS   SECTION 1. Repealer: Section 1.016 (Computation of Age), Election Code.   SECTION 2. Makes application of this Act prospective.   SECTION 3. Effective date: September 1, 2009.

H.B. 2181 amends current law relating to the computation of a person's age under the Election Code.
