O'Brien, Director, Legislative Budget Board     IN RE:HB2186 by Guillen (Relating to the payment of a vehicle registration fee by a check drawn against insufficient funds.), Committee Report 1st House, Substituted    No fiscal implication to the State is anticipated.  The bill would require a county tax assessor-collector to make attempts to contact a person who made a payment for vehicle registration to the assessor-collector and the check or draft used to make payment had insufficient or no funds. After those attempts failed, the tax assessor-collector would be required to include with notification to the applicable law enforcement documentation of attempts to reach the person. Certification of the attempts must be made within 30 days after the date the check or draft is returned unpaid. Local Government Impact Several tax assessor-collectors reported that their office already follows the procedures set forth in the proposed legislation; therefore, there would be no fiscal impact. If a tax assessor-collector is not already following these procedures, there would be only a small fiscal impact associated with these administrative steps.
