O'Brien, Director, Legislative Budget Board IN RE:HB2289 by Madden (Relating to discharging or releasing inmates from the Texas Department of Criminal Justice at or near certain department facilities.), As Engrossed No significant fiscal implication to the State is anticipated. The bill would amend Government Code to require the Department of Criminal Justice (TDCJ) to discharge an inmate to parole or mandatory supervision from the facility in which the inmate is serving his/her sentence, or from a facility nearest to the facility in which the inmate is serving his/her sentence. The bill would require TDCJ to designate six or more facilities operated by the department as regional release facilities. The bill would allow the release of an inmate from another regional release facility, if it were not in the best interest of the inmate or would threaten the safety of the public, to release from the facility in which the inmate is serving the sentence. The Texas Department of Criminal Justice anticipates no fiscal impact from this bill. Local Government Impact No significant fiscal implication to units of local government is anticipated.
