ANALYSIS H.B. 2323 amends the Transportation Code to establish that the prohibitions against persons under 18 years of age who are operating vehicles do not apply to a person who held a hardship license immediately preceding the issuance of an original Class A, B, or C driver's license. EFFECTIVE DATE On passage, or, if the act does not receive the necessary vote, the act takes effect September 1, 2009.
