O'Brien, Director, Legislative Budget Board IN RE:HB2558 by Turner, Sylvester (Relating to registration for evacuation and disaster preparedness for clients of home and community support services agencies.), As Introduced No significant fiscal implication to the State is anticipated. The bill would amend the Health and Safety Code to require home and community support services agencies to: 1) assist clients as necessary with registering for disaster evacuation assistance through 2-1-1 services provided by the Texas Information and Referral Network; and 2) counsel clients as necessary regarding disaster preparedness. The bill would take effect immediately if it received a vote of two-thirds of all the members elected to each house. If the bill does not receive the vote necessary for immediate effect, the bill would take effect September 1, 2009. According to the Department of Aging and Disability Services rule and policy changes regarding this issue were completed in 2008; therefore, no significant fiscal impact to the state is anticipated.
