Fiscal Analysis

 The bill would amend the Occupations Code relating to the establishment of a peace officer employment opportunity Internet website by the Commission on Law Enforcement Officer Standards and Education (TCLEOSE). The bill would amend the Occupations Code by requiring TCLEOSE to develop, maintain, and promote a statewide employment website to facilitate public awareness of peace officer employment opportunities, and help the exchange of information between individuals seeking employment as peace officers. The bill would also require TCLEOSE to verify the accuracy of information posted on the Internet website and ensure that the data exchanged via the website is secure. The bill would require TCLEOSE to charge a reasonable fee to state or local law enforcement agencies that posts information on the website or use the website to exchange information with an individual seeking employment as a peace officer. The bill would require TCLEOSE to limit or discontinue the operation of the Internet website if there were insufficient funding to operate it. The bill would take effect immediately if it is passed by two-thirds votes of all members of each house. Otherwise, the bill would take effect on September 1, 2009.

Methodology

Based on the creation of the employment website that does not currently exist including an increased information resources workload, this analysis estimates TCLEOSE would need one additional Program Specialist FTE under the B10 salary group at $49,296 per year for a total of $63,380(including benefit costs of $14,084) in fiscal years 2010 and 2011.

Technology

TCLEOSE includes technology costs estimated for the creation and maintenance of the website totaling $353,895 in 2010 and $69,724 in 2011 through 2014 for annual website operating costs.
