O'Brien, Director, Legislative Budget Board     IN RE:HB278 by Anchia (Relating to energy demand and incentives for distributed renewable generation.), As Introduced    No significant fiscal implication to the State is anticipated.   The bill would require the Public Utility Commission to adopt rules to ensure that utilities provide incentives for and education about distributed renewable energy generation to residential and commercial customers and homebuilders. The bill would also require the Public Utility Commission to provide oversight of the administration of the programs. The Public Utility Commission indicates that any costs associated with implementing the provisions of the bill could be absorbed within the agency's existing resources.
