O'Brien, Director, Legislative Budget Board IN RE:HB2803 by Hochberg (Relating to the state-mandated assessment instruments by computer.), As Engrossed No significant fiscal implication to the State is anticipated. The bill would repeal Texas Education Code, section 39.0234, which requires that state assessments be capable of being administered by computer and that the Texas Education Agency (TEA) determine a timeline for enabling all school districts to administer assessments by computer. TEA estimates that any cost savings associated with eliminating computer-based testing capability would be offset by the cost of delivering paper-based assessments for no net fiscal impact.
