O'Brien, Director, Legislative Budget Board IN RE:HB281 by Anchia (relating to grants for school-based health centers and reports submitted by those centers. ), Committee Report 2nd House, Substituted No fiscal implication to the State is anticipated. The bill would allow local health departments, hospitals, health care systems, universities and nonprofit organizations that contract with school districts to be eligible to receive grants for school-based health centers and subject these entities to the same requirements to which school districts applying for and receiving grants are subject. The bill specifies that these grants cannot be given to certain non-profit entities that offer reproductive services. The bill also amends the reporting requirement associated with school-based health centers. No cost to the state is anticipated as no change to the total amount of funding available is assumed. This act would take effect immediately if it receives two-thirds vote of all members of each house. If it does not receive the necessary votes it would take effect September 1, 2009.
