                    BILL ANALYSIS             H.B. 2861     By: Brown, Betty     Natural Resources     Committee Report (Unamended)             BACKGROUND AND PURPOSE   H.B. 2861 authorizes the Kaufman County Water Control and Improvement District No. 1 to undertake road projects outside the district by removing the limitation that the district may only undertake road projects inside the district. The bill removes the authority of the district to undertake turnpike projects.      RULEMAKING AUTHORITY   It is the committee's opinion that this bill does not expressly grant any additional rulemaking authority to a state officer, department, agency, or institution.      ANALYSIS   H.B. 2861 amends the Special District Local Laws Code to remove the authority of the Kaufman County Water Control and Improvement District No. 1 to construct, acquire, improve, maintain, or operate turnpikes or improvements in aid of turnpikes. The bill removes the specification that the roads the district is authorized to construct, acquire, improve, maintain, or operate, be inside the district.      EFFECTIVE DATE   On passage, or, if the act does not receive the necessary vote, the act takes effect September 1, 2009.
