O'Brien, Director, Legislative Budget Board     IN RE:HB3023 by Coleman (Relating to a temporary moratorium on the use of stun guns by law enforcement agencies and peace officers.), As Introduced    No significant fiscal implication to the State is anticipated.  The bill would amend the Code of Criminal Procedure to prohibit a peace officer from using a stun gun against an individual and to prohibit a law enforcement agency from purchasing a stun gun between the effective date of the bill (January 1, 2010) and the expiration date of the added article (January 1, 2011).
