O'Brien, Director, Legislative Budget Board IN RE:HB3108 by Parker (Relating to an interim study of recreational boating safety in Texas.), Committee Report 2nd House, Substituted No significant fiscal implication to the State is anticipated. The bill would establish a nine member advisory panel with three members each selected by the governor, lieutenant governor, and the speaker of the house. The appointments by each would include at least one representative from a boat dealer, distributor, or manufacturer. The panel would prepare an interim study of recreational boating safety in Texas, with the results reported to the Texas Parks and Wildlife Department and Legislature and oversight offices by December 31, 2010. The bill would provide that one of the gubernatorial appointees would serve as the panel's presiding officer, with reimbursement of expenses for the panel being eligible for payment from the contingent expense fund of the senate and the house of representatives equally. The bill would take effect September 1, 2009. Local Government Impact No fiscal implication to units of local government is anticipated.
