The bill would amend Chapter 379C, Local Government Code, which applies only to home-rule municipalities with a population of 1.18 million or more and located mostly in a county that has a total area of less than 1,000 square miles. Local Government Impact Based on the applicability criteria of Chapter 379C, the 2000 U.S. Census, and geography, the bill appears to apply only to the City of Dallas. Because the bill would not have statewide impact on units of local government of the same type or class, no comment from this office is required by the rules of the House/Senate as to its probable fiscal implication on units of local government.
