O'Brien, Director, Legislative Budget Board     IN RE:HB3541 by Lucio III (Relating to the colonia self-help program.), As Introduced    No significant fiscal implication to the State is anticipated.  The bill would amend the Water Code to:  provide the Water Development Board (TWDB) the authority to determine the number of dwellings required in order to qualify for the Colonia Self-help Program; allow political subdivisions to qualify for funding under the Colonia Self-help Program; allow TWDB to make an advance of grant funds in certain circumstances; modify the requirements that must be met in order to qualify for the Colonia Self-help Program; and modify the requirements of what must be considered by TWDB in evaluating grant applications under the Colonia Self-help Program. TWDB indicates that any costs associated with the bill could be absorbed within the agency's existing resources. The bill would take effect immediately if it receives a vote of two-thirds of all members elected to each house; otherwise it would take effect September 1, 2009.
