BILL ANALYSIS Senate Research Center H.B. 3671 By: Sheffield (Hegar) Criminal Justice 5/18/2009 Engrossed AUTHOR'S / SPONSOR'S STATEMENT OF INTENT H.B. 3671 amends current law relating to the documents that are required for the transfer of a defendant from a county to the Texas Department of Criminal Justice. RULEMAKING AUTHORITY This bill does not expressly grant any additional rulemaking authority to a state officer, institution, or agency. SECTION BY SECTION ANALYSIS SECTION 1. Amends Section 8(a), Article 42.09, Code of Criminal Procedure, as follows: (a) Deletes existing text requiring a county that transfers a defendant to the Texas Department of Criminal Justice (TDCJ) under this article to deliver to an officer designated by TDCJ a copy of the record of arrest for each offense. Makes nonsubstantive changes. SECTION 2. Effective date: September 1, 2009.
