O'Brien, Director, Legislative Budget Board     IN RE:HB3748 by Coleman (Relating to continuing education requirements for law enforcement officers relating to interaction with persons with mental impairments. ), Committee Report 1st House, Substituted    No significant fiscal implication to the State is anticipated.  The bill would amend the Occupations Code to require the Texas Commission on Law Enforcement Officer Standards and Education (TCLEOSE) to require certain agencies that employ peace officers to provide at least eight hours of training related to interaction with persons with mental impairments at least once every 48 months.  The bill would also prohibit the training from being provided as an online course.  The bill would take effect September 1, 2009.  This analysis assumes the costs associated with the provisions of the bill could be absorbed within TCLEOSEs current appropriations; therefore, no significant fiscal impact to the state is anticipated.  Local Government Impact Local agencies that appoint or employ peace officers would incur additional costs associated with the additional training requirements related to de-escalation and crisis intervention to be provided every two years; however, the fiscal impact is not anticipated to be significant.
