O'Brien, Director, Legislative Budget Board     IN RE:HB3756 by Howard, Donna (Relating to the Texas State Library and Archives Commission.), As Engrossed    No significant fiscal implication to the State is anticipated.  The bill would amend various sections of Chapter 441 of the Government Code to extend regional library system membership to accredited private K-12 schools and special or research libraries; to expand the definition of state records to include any recorded information created or received by a Texas government official in the conduct of official business; and to extend membership in the TexShare consortium to other libraries.  The bill would also repeal a number of sections to eliminate references to area and community libraries and to abolish the local government records committee. It is anticipated that implementation of this bill could be absorbed within existing resources. Local Government Impact No significant fiscal implication to units of local government is anticipated.
