O'Brien, Director, Legislative Budget Board     IN RE:HB3836 by Hilderbran (Relating to the penalties associated with violations of laws pertaining to a deer breeder permit.), As Introduced    No significant fiscal implication to the State is anticipated.  The bill would amend the Parks and Wildlife Code relating to the penalties associated with the violation of laws pertaining to a deer breeder permit. The bill would require the Texas Parks and Wildlife Commission to adopt and periodically update guidelines to be used in determining the penalty for a violation; to review the penalties typically imposed at the time the guidelines are adopted or updated; and to create a penalty matrix that specifies the penalty the commission considers appropriate, and the circumstances justifying the revocation of a permit.  The Texas Parks and Wildlife Department indicates the bill would not result in a fiscal implication to the department.  The bill would take effect September 1, 2009.
