 A BILL TO BE ENTITLED
 AN ACT
 relating to the Bexar Metropolitan Water District.
 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
 SECTION 1. DISTRICT TO BE DISSOLVED. The Bexar
 Metropolitan Water District shall be dissolved as provided by this
 Act.
 SECTION 2. TEMPORARY BOARD; APPOINTMENT. The term of each
 person who is serving as a director of the Bexar Metropolitan Water
 District on the effective date of this Act expires on that date. As
 soon as practicable after the effective date of this Act, the Bexar
 County Commissioners Court shall appoint five persons to serve as
 temporary directors for the purposes described by Section 3 of this
 Act.
 SECTION 3. TEMPORARY BOARD; DUTIES. (a) The temporary
 board appointed under Section 2 of this Act shall transfer or assign
 the rights and duties of the Bexar Metropolitan Water District
 associated with the provision of water services, including existing
 contracts, assets, and liabilities of the district, to one or more
 appropriate entities in such a manner that service to the existing
 customers of the Bexar Metropolitan Water District is not
 interrupted.
 (b) All transfers and assignments under this section must be
 completed by January 1, 2011.
 SECTION 4. DISSOLUTION. (a) The Bexar Metropolitan Water
 District is dissolved on January 1, 2011.
 (b) Any unsatisfied debt or legally established liability
 of the district shall be a charge on the assets transferred until
 paid.
 SECTION 5. REPEALER. Effective January 1, 2011, Chapter
 306, Acts of the 49th Legislature, Regular Session, 1945, is
 repealed.
 SECTION 6. EFFECTIVE DATE. This Act takes effect September
 1, 2009.
