O'Brien, Director, Legislative Budget Board IN RE:HB4037 by Merritt (Relating to the confidentiality of information related to certified handgun instructors.), As Introduced No significant fiscal implication to the State is anticipated. The bill would amend the Government Code to include a certified handgun instructor's phone number, email and website address in the list of confidential information that is to be released to a criminal justice agency upon request. The bill would also require that a certified handgun instructor's phone number, email and website address be made available to the public by request and through the Department of Public Safety's website. The bill would provide for a procedure whereby a certified handgun instructor could request the removal of his or her information from public information. Unless it receives the vote necessary for immediate effect, the bill would take effect on September 1, 2009. This analysis assumes that implementing the provisions of the bill would not pose a significant fiscal impact to the state. Local Government Impact No significant fiscal implication to units of local government is anticipated.
