The bill would require state agencies to use an institution of higher education to provide training or education to its administrators and employees if the institution can provide it at a comparable level of quality but a lower cost to the agency. The institution would need to meet certain agency requirements, such as subject matter, location and scheduling. The bill could result in a savings to the State, but the savings would depend on the number, size, and relative costs of the training sessions provided by the institutions.
