BILL ANALYSIS C.S.H.B. 4128 By: Bonnen Culture, Recreation & Tourism Committee Report (Substituted) BACKGROUND AND PURPOSE Currently, certain persons are eligible for burial in the State Cemetery, including legislators, a person specified by a governor's proclamation, and a person specified by a concurrent resolution adopted by the legislature. Texas Rangers are not on the list of those persons eligible for burial in the State Cemetery. C.S.H.B. 4128 adds to the list of persons eligible for burial in the State Cemetery certain honorably retired officers of the Texas Rangers. RULEMAKING AUTHORITY It is the committee's opinion that this bill does not expressly grant any additional rulemaking authority to a state officer, department, agency, or institution. ANALYSIS C.S.H.B. 4128 amends the Government Code to add to the list of persons eligible for burial in the State Cemetery an honorably retired officer of the Texas Rangers who served at least 12 years as an officer and attained the rank of at least captain, and an officer of the Texas Rangers who served at least 12 years as a Texas Ranger and attained the rank of at least captain, or who died in the line of duty. EFFECTIVE DATE On passage, or, if the act does not receive the necessary vote, the act takes effect September 1, 2009.
