O'Brien, Director, Legislative Budget Board     IN RE:HB4180 by Guillen (Relating to the allocation of funds for public transportation by the Texas Department of Transportation.), As Engrossed    No significant fiscal implication to the State is anticipated.  The bill would amend the Transportation Code to require the Texas Transportation Commission (TTC) to adopt rules to allocate funds to designated recipients under Chapter 456, Transportation Code. The bill would specify that TTC may not distribute less than 90 percent of the amount allocated under Chapter 456 under the formula program and more than 10 percent of the allocated funding under the discretionary program. Based on the analysis of Texas Department of Transportation, it is assumed any costs or duties associated with implementing the provisions of the bill could be absorbed within existing resources. Local Government Impact The bill would direct the Commission to make changes in the method it uses to allocate funding to the designated recipients of State formula funds for public transportation. There are 39 rural transit districts and 30 urban transit districts that would be affected. The fiscal impact to a specific local governmental entity would vary depending on the amount of funding for public transportation each rural and urban transit district received or lost.
