                    LEGISLATIVE BUDGET BOARD    Austin, Texas      FISCAL NOTE, 81ST LEGISLATIVE REGULAR SESSION            March 11, 2009      TO: Honorable Dan Branch, Chair, House Committee on Higher Education      FROM: John S. O'Brien, Director, Legislative Budget Board     IN RE:HB425 by Christian (Relating to a prohibition against changing the name of a public institution of higher education that is named after a state historical figure.), As Introduced    No significant fiscal implication to the State is anticipated.  Under provisions of the bill, the Higher Education Coordinating Board, with consultation of the Texas Historical Commission, will maintain a registry that includes each institution of higher education that is named after an established historical figure of the state. The governing board of an institution of higher education included on the registry may not change the name of the institution in a manner that removes the name of the established historical figure from the name of the institution. Any costs associated with this bill would be absorbed within current resources.  Local Government Impact No fiscal implication to units of local government is anticipated.
