O'Brien, Director, Legislative Budget Board IN RE:HB4251 by Farrar (Relating to claims and liens by certain health care providers.), As Introduced No fiscal implication to the State is anticipated. The bill would amend the Civil Practice and Remedies Code with respect to claims and liens filed by certain health care providers. The bill would prohibit a health care provider who violates certain timely billing provisions from recovering certain costs from a patient via lien, assignment, or other specified methods. To the extent that the bill affects the court system, no fiscal implication to the state is anticipated. The bill would take immediate effect if the bill receives two-thirds the vote of all members. Otherwise, the bill would take effect September 1, 2009. Local Government Impact No fiscal implication to units of local government is anticipated.
