O'Brien, Director, Legislative Budget Board     IN RE:HB4406 by Taylor (Relating to the application process for a license to carry a concealed handgun.), As Introduced    No significant fiscal implication to the State is anticipated.  The bill would repeal Section 411.175, Government Code, which requires that a person applying for a license to carry a concealed handgun must apply by obtaining a request for application materials from a designated source.  The bill would allow the director of the Department of Public Safety to designate a noncommissioned employee to review applications for a concealed handgun license, which would include accessing any records necessary to perform the duty.  The bill would take effect September 1, 2009.  This analysis assumes that implementing the provisions of the bill would not pose a significant fiscal or operational impact to the state.
