LEGISLATIVE BUDGET BOARD Austin, Texas FISCAL NOTE, 81ST LEGISLATIVE REGULAR SESSION May 14, 2009 TO: Honorable John Carona, Chair, Senate Committee on Transportation & Homeland Security FROM: John S. O'Brien, Director, Legislative Budget Board IN RE:HB4465 by Gallego (Relating to "Welcome to Texas" signs on highways entering Texas and to the placement of Texas flags at international ports-of-entry.), As Engrossed No significant fiscal implication to the State is anticipated. The bill would amend the Transportation Code to allow a Welcome to Texas sign to include a message with the names of three former U.S. presidents and would require the sign to include a message with the name of the current president if the current president is a resident of Texas. The bill would require the Texas Department of Transportation (TxDOT) to erect and maintain a Texas flag to designate the state boundary at an appropriate location at or near each interstate, U.S., or state highway originating at an official port of entry along an international border. The bill would allow TxDOT to contract with any governmental or private entity for the care and maintenance of a flag erected pursuant to the provisions of the bill. Based on the analysis of TxDOT, it is assumed any costs or duties associated with implementing the provisions of the bill could be absorbed within existing resources. Local Government Impact No fiscal implication to units of local government is anticipated.
